Access to twra land

Public road goes to within 100 yds of public hunting area.House near road has erected a gate to deny access to public land. This is the only access to the public land. Parking at the gate is also forbidden as we are told. Bureau of land mgmt. went thru this long ago out west and access to public land must be available. Who would you think should be contacted about this situation. I understand the landowners position but if they hunt they have their own private refuge at state expense.
